Excerpt: Complainant, Grant Snyder, of the Minneapolis Police Department, has investigated the facts and circumstances of this offense and believes the following establishes probable cause: On January 31, 2012, Minneapolis Police Sergeant Snyder received information from St. Paul Police and Brooklyn Center Police regarding a known juvenile prostitute, Victim A, dob 4/8/95, who officers believed was now prostituting out of a Minneapolis location. Sgt. Snyder located ads depicting Victim A on the website Backpage.com, a website known for escort and prostitution advertising. On February 1, 2012, Officers obtained a court order authorizing a track on the phone number listed in the Backpage ad for Victim A which revealed that the phone was in use in the area surrounding the downtown Minneapolis Public Library at 300 Nicollet Mall in the City of Minneapolis, County of Hennepin, State of Minnesota. Officers conducted surveillance at the library location and located Victim A in the library. Seated next to Victim A was a man later identified as COLUMBUS VASSER JR, dob 6/2/84, the defendant herein.  See rest of the record below:
